As Germany and Lithuania are both members of the Schengen Area and the European Union, German citizens can travel to Lithuania visa-free for tourism, business, or transit. They can stay for an unlimited period. The '90 days in any 180-day period' rule applies to non-EU/Schengen citizens. For EU citizens, the right to free movement applies, allowing stays beyond 90 days, though registration with local authorities might be required for stays exceeding 3 months for purposes other than tourism.
